Category 1: IMPORTANT INSTRUCTIONS AND INFORMATION: With this FCC Form 470 CENIC is procuring lit or managed circuits and optional dark fiber segments for California public libraries. CENIC is seeking data transmission services only and not Internet access services. Note that in order to receive addresses for CalREN hub sites, bidders must complete Exhibit A CENIC NDA and return to 2026libraryrfp@cenic.org unless they already have a current NDA on file. All questions are to be submitted in writing to 2026libraryrfp@cenic.org. Frequently asked questions are posted at CENICs website at the following URL: https://groups.google.com/a/cenic.org/g/2026LIBRARYRFPQA. Note that the quantities listed on this FCC Form 470 are best estimates. Final quantities ordered will depend on the available bandwidths and final network configurations. Exhibit D lists the A and Z locations for which E-rate eligible pricing and solutions are requested as well as indicates desired bandwidths. Broadband services SHALL consist of one of the following or equivalent: (1) Metro Ethernet service (MEF standards compliant) at the CIRs requested (50 Mb/s, 100 Mb/s, 500 Mbps, 1 Gbps, 5 Gbps, 10 Gbps, or multiples thereof as requested, (2) dedicated lit DWDM-based or direct-fiber-based point-to-point at Gigabit (1 Gbps), 5 Gigabit (5 Gbps), 10 Gigabit (10 Gbps), or multiples thereof, or (3) a pair of single mode dark fibers (Optional), connecting each site to the specified location on Exhibit D. If discounts are available for ordering multiple circuits, please indicate the discounted rates under the Multiple Bandwidth sections in Exhibit D. CENIC plans to post a separate Form 470 and RFP for Category One network equipment for all of its segments. BIDDERS ARE ADVISED THAT THERE ARE THREE SEPARATE TABS ON EXHIBIT D TO COMPLETE. For the convenience of sorting and evaluation, responses MUST be submitted using the Pricing Worksheet (Exhibit D) and responses cannot be in PDF or locked spreadsheets. SPAM and/or robotic responses will not be considered valid bid responses and will be disqualified from consideration. Bidders are to carefully review the Request for Proposal documents and exhibits for all minimum bidding requirements, terms and conditions, bid disqualification factors, and deadlines associated with this procurement. There is one location on Exhibit D that does not yet have an entity number in USAC's system: Contra Costa Library - Project Second Chance Administrative Office. This location will be added during the Administrative window. THE DEADLINE TO SUBMIT BIDS to 2026libraryrfp@cenic.org is Wednesday, October 22, 5:00 pm PT. CENIC may choose to extend the deadline.
